The plague is the first type of Bio-weapon you will research in your tech tree. It not effective late game due to the fact that AI would have research by then. Once launched against a planet it will cause Damage to the Civilian/Imperial Population over time. The more Bio missiles you use the more are infected. the infected spread the plague to others Civilian/Imperials.
